Apparently Capcom screwed up and accidentally released pictures of characters on their Japanese mobile phone site.

The following new characters were shown.

Vega: Classic SF2 style look. One claw instead of the rumored two and rumored sword.

M. Bison: Classic SF2 look.

Rufus: New character. Fat guy with spiky hair. Possibly light skinned black guy.

Shitennou: no description.

From reports of the beta test. Rufus is a fat chinese guy. They say he's really jiggly. M.Bison has his teleport. Vega is voiced by a famous actor supposedly. Whether that actor is a famous American or Japanese actor, I don't know. El Fuerte is a fuckin' fast character.

Vega has Spider-Man's Maximum Spider for his Ultra move. His normal moves have very long reach.

Balrog and Sagat are not as strong as they used to be.

Fuerte is really fast.

You can customize your character color and "buy" taunts and win quotes using in game money. There is also wallpapers and ringtones.

3 new stages. Snowy Russian stage, colliseum stage, and brewery stage.

Vega's EX wall dives (either backflip throw from above or claw splash) will hit you on the way up and on the way down. If you get hit on the way up, you will eat the other part as well. People liked to stun, then dash cancel using charge partitioning, then doing EX wall dive.

Rufus as a character: I played him more extensively today.

3 MOVES

Move one: qcf + punch = he spins around like a tornado, then hits you. jab and strong versions don't do much, but fierce and EX ones will suck you in, drop your guard and hit you... if the opponent is very close to you.

Move two: dragon punch motion + punch = anti-air move where he jumps up and does lightning fists, great if timed right, and hits multiple times and knocks down if opponent jumps at you

Move three: qcf + kick (after first part of move, hit a kick button and he will do a second part of the move) = This gets Rufus hopping about mid-screen length and he will hit you once. You can stop there, or you can hit short kick to do an axe kick (kinda useless), hit strong kick for a sliding low kick or a roundhouse kick for an overhead kick that needs to be blocked high.

Rufus looked like he sucked but I honestly think he may have some potential. Granted, he can't dash AT ALL, he has some crazy range on his crouching roundhouse and especially his down/towards + fierce punch. He has great anti-air, some surprisingly useful moves and can be slightly tricky. Unfortunately, his limited mobility, his midrange attacks being kinda weak and limited in range, and lack of a reliable normal that can link to a special move really hurts him. However, I find him fun to play and he's definitely a challenge if you're looking for one.
